Studies and Diagnostics

At Zattia, we work alongside public administrations to foster innovation and help companies integrate innovation into their broader strategy through planning, analysis and evaluation of projects, programmes and plans, development of diagnostics and studies, and strategies and policies on R&D, innovation, technology, industry and entrepreneurship.

How do we carry out studies and services for public administration?

Planning, because we develop regional technology plans or RIS3: we draw up the plan, assess results or impacts in a study, and support the strategy design process. We monitor indicators of the regional technology plan or RIS3, or other sectoral technology plans (agri-food, automotive, etc.). We are also a key partner in digitalisation, both by preparing regional digitalisation diagnostics and by developing more complex documents such as a region's Digital 2030 strategy, like Navarra's Digital 2030 Strategy.

Zattia also contributes by analysing practices, strategies, policies, programmes and calls for public entities, both in the field of innovation (preparing studies of tools in other countries/regions or benchmarking other regional calls by sector, theme and new instruments) and at European level (DG Growth (2010-2016) RIM (REGIONAL INNOVATION MONITORING); DG Regio (2012-2013) RIS3; DG R&D (2015-2017); DG REGIO (2015 – 2018)).

We also help administrations evaluate projects within initiatives promoted by public entities, preparing a final diagnostic report.

What sets Zattia apart is management: network and project management (we manage networks, initiatives, projects and public programmes, including PPI); management of knowledge exchange platforms and networks; management of open calls and public programmes; management of promotion plans (for innovation, proactive promotion of innovative proposals and management of projects emerging in sectors or regions); and management of cascade funding calls and start-up acceleration.

Once the R&D&I plan has been developed, Zattia works to foster and promote R&D&I through client participation in international funding programmes; dissemination and communication of projects and programmes; support in preparing promotion and funding plans for a region or locality; bringing R&D to market through commercial exploitation of results; and managing permanent forums (promoting European realities adapted to the region), such as Navarra's Digital Strategy 2030.

  • What is RIS3?

    National and regional research and innovation strategies for smart specialisation (RIS3 strategies) consist of integrated agendas for territorial economic transformation that address five aspects: support policy and investments in the key priorities, challenges and needs of the country or region; know and use the strengths of each country or region; rely on technological innovation; are collaborative and encourage innovation and experimentation; require a system of evaluation and analysis.

  • Why should the public administration be involved in the development of innovation?

    An agile and efficient public administration is key to creating a society with a higher quality of life. But to achieve this goal, creativity and innovation are indispensable.

    Public administration must be prescriptive with respect to innovation, developing its own innovation strategy, implementing improvements in public services, and relying on other entities to define improvement actions that involve all layers of society. As several studies show, this public investment in R&D is increasing.
